As the three centres (Suai, Betano, Beaco) for petroleum sector development studies matured, it is now important that the Government of Timor·Leste carry out a study of potential environment and social impact of the projects to be commissioned in these three centers.
This project is expected to cover three (3) separate sites.
• Area of a Supply Base for port and warehouse, pipe-racking and oftice space, and future expansion required for Suai lntemational Airport area
• Area of proposed development for Refneries and Petrochemicals in Betano include Petroleum City as an option.
• Land area in Beaco for the proposed LNG-Plant development of up to 20 MTPA.
The studies should cover the following aspects:
• To determine the baseline conditions of the physical, biological and human enviromnent around the vicinity ofthe site of the proposed project
• To identity the nature and extent of major environmental impacts that is likely to result from the proposed project
• To assess significant environmental impacts resulting from construction, installation and operation of the project based on predictions using appropriate modeling work
• To identify social and economic impacts that is likely to result from the proposed project
• To assess the environmental significance of potential residual impacts due to the installation of the proposed project
• To identify the qualitative environmental costs and benefits of the proposed project to the affected communities, and
• To recommend mitigating and ameliorating measures that will eliminate or minimize deleterious impacts of the proposed project as well as to propose plans for surveillance and monitoring of environmental effects.
Direct and indirect benefits of the Project will be received by the whole population of Timor-Leste, because once these studies finalized and the three projects namely Suai supply Base, Betano Refinery and Beaco LNG plant are developed, the population and the country will be benefitted, particularly the communities in the southem coast area.
Many jobs will be created, about 30-50 job opportunity will be provided to the local community during the study period, and accumulated 7000 jobs will be created from the three project during the construction period.
During the operational phase, depending on the level of activities, the accumulative direct and indirect jobs can be in a range of 3000-4500 from these three projects. Also the project will have an economic impact as
